You can't exactly go up and down band sizes so easily. If you are a true 32 and you buy a 34, it will never fit right.
Specialty stores are scattered throught out vancouver. There is one in pacific centre, one on graville around 11th, and one in park royal. You'll have to spend over $100 but I guaruntee you, once you buy a bra in your true size, you'll never go back. It is heavon.
I tried on my favorite bra from my "clueless" days today and it shocked me that I ever wore it. It was so uncomfortable I changed before I left the house and gave the bra to my mom.

Ok, all this business about a 36A = 34B = 32C, and so on, is truly exciting news to me...I can finally say I'm a C-cup and not be lying!?!
What's a 32A in a C cup lol? 28C haha?
28C WOOHOOOO!
[kidding people, kidding]

if you're having that much trouble, go to Diane's Lingerie on Granville (at about 12th or so... in that area) and they will PROPERLY measure you and fit you for a bra.
You will most likely find that your sizing varies from brand to brand, and from style to style...
Remember, different style bras fit differently as well... a push up bra with a "cookie" (those little foam inserts) might fit smaller (ie: I have a 34C that fits WAY too small in one style bra, and others that fit just fine). An underwire will affect the fit as well.
Basically, you should take the time to TRY ON all your bra choices - definitely go with the smaller size around (ie: 32 instead of 34) so you can use the outer hook and eyes as the bra stretches.
I have 34C, 34D, and 36C bras that all fit me. (ya, the 36 is a bit big around...it was hugely on sale LOL and I can alter the band down a bit once it stretches - the benefits of being able to sew)

I'm a 36B but I also fit some 34C's...it totally depends on the bra size though. usually I just stick with the B's because otherwise underwires are slightly too long and end up being uncomfortable. But some B's just are too small...*sigh*

"when i measured my rib cage.. it said i was 28 (plus 5)
and then when i measured my bust it said 34. (6 over) "
Okay I'm exactly the same (and I'm 14)
and I wear a C32 at lasenza and I really don't think
I could wear a D, I get my bras from lasenza and wear non-padded bras?
I mean if anything it's a little to big, and i know i measured right because
my sisters works there and i got fitted ?
:/
