what you should get is a kawasaki ninja 250, also known as zzr250

how much do you want to spend? that is a big detemining factor. if you wanna spend 5-6 g's i know a girl selling hers. ninja 250s look like this:

nice little bike, lightweight, and low power.. but enough to get you out of trouble. also has some nice brakes, and is very low maintenance (great if you are not into wrenching).

alternately you could get a cbr 400, but they are very hard to find, and for that reason command a bit high a price for what you are getting. having said that, you can sell it for close to what you paid (if u buy used)
cbr400 looks like this
. also a nice little bike

it varies. like i said they are hard as hell to find.
couple important factors when you are looking, generically speaking:

1. how much do you want to spend
2. how tall are you

here's a couple options:
http://vancouver.craigslist.org/mcy/310131297.html
pro: 600cc and carburated.. will be very smooth to ride. you could talk him down to 3 grand easy
con: heavy, so if you are shot forget about it

http://vancouver.craigslist.org/mcy/300024265.html
pros: good size, not too powerful, still a nice bike
con: pricey.. especially for the year
- hard to find parts

here's the new cbr 125:

pros: they will have them next month at carter honda for only 3,500 bucks.. and that includes gear too.. jacket/boots/helmet/gloves.
really sharp looking
con: only 125cc.. so it will be slow as **** and u will definitely want to upgrade soon

Just get a 600 off the bat, like Incantation said, you'll want to upgrade really quick if you get anything smaller. A 600 is plenty enough power for you and they're super easy to learn on.

She can probably hurt herself just as bad on a 250...

true, but 250's are soo small and easy to manuever. its her first bike not her last so i would go with a 250. thats what i did.

I started with a 750 and went down to a 600. Of course it's personal preferance, like anything else, but I found the 600 really easy to ride. As long as she doesn't mind upgrading because she will definetley want to.

A 600 isn't enough power?

It's more power than most people will be able to use fully.
