If this is a management/leadership question than the first thing you have to do is stop thinking of yourself as being above them or in charge of them.
They are not there for you. You are there for them.
Instead of telling them what to do ask them what you can do to help them. Be sincere, make it your mission to make them as successful as you can.

Ok fine maybe videotape is a little dated.
Place hidden cameras all over the office, the supply room, the refrigerator, the smoking area, you are bound to catch your office workers doing something they didn't want to be seen doing, nothing manipulates better than blackmail.

i swear, that tool of a Premier would score 25 on the Hare test for psychopaths while you and I wouldn't ge more than 9.
Though the rest of CV will barely get a 6.
It's been said that psychopaths and their lower classed sociopath brethren make the worst leaders, since you and I can see through their lies. Even their supporters see through their lies.
But the number one rule of leadership says that effective use of police and other forms of control allows even liars to remain in power.
Another form of control is to institute a rating system which is biased towards the ruling class. The IQ test is a good example of this, as is the use of shrinks who specialize in schizophrenia diagnosis.
Another form of social control is to tax vices, and allow it to proliferate. This is why we have cigarettes, booze and pr0n for adults.
Within the corporate environment, being a policy Nazi is a form of social control. Because the average employee is sometimes willing to break the rules, especially if a policy is deemed contrary to the rights and decency of the common man, the policy Nazi can curry favour from the boss by outing rule-breakers within the corporate structure.
So dieasedanus, you just have to pretend to be the right man for the job where you work to manage others. However, get the OKAY from the boss in writing before implementing the 4th Reich in the office.
I would also consider blaming "lazy and useless" people as the cause of lower productivity in the offfice. They should be the scapegoat for your incompetency.
You also have to go to rehab for any drug addictions. People tend to sympathize with anyone with the balls to admit to their vices. As well, 12-step programs have inflexible rules that can apply to the management of people.

There is some interesting information on how governments have tried to control the public with psychology in a documentary called "Century of Self" It can be found on a site called sprword.com if i recall correctly.
I was fresh off a bit of a bender when i watched it so my memory may be a bit sketchy of it, but i believe they were discussing some of Freud's theories, about people being inherently bad. The governments concern was that if left to their own devices they would commit atrocities therefore they were trying to find ways to keep them cool, calm and collected so to speak. Interesting stuff and i need to watch it again when i'm not falling asleep; actually i only watched 3 out of 4...so need to finish it.
