Brian Glyn Williams writes:

n a volte-face that stunned the moderate Chechen leadership of President Aslan Maskhadov, a pragmatic leader known for his struggle to crush Islamic extremists attempting to infiltrate his own republic, President Bush now declared that "Arab terrorists" linked to Osama bin Laden's al Qaeda organization were operating on Chechen territory and ought to be "brought to justice." [4]. U.S. Secretary of State Colin Powell went a step further and proclaimed "Russia is fighting terrorists in Chechnya, there is no question about that, and we understand that." [5]

Sorry, al Qaeda was not, is not and never will be the root cause of Chechen "terrorism".

Rather, the same social, economic and political circumstances that led to the collapse of the Soviet Union circa 1991 is the root of Chechen nationalism.

Furthermore, Chechens are not ignorant savages, but are contemporaries in the global struggle for freedom of speech and self determination.

Anyone who declares them to be other than that have their own nashi axes to grind.

The Beslan incident was devised to further cause conflict between chechens and russians with ossetians in the middle.

http://ingush.berkeley.edu:7012/beslan.html

Most likely Russian or Amerikan secret service is behind the Beslan incident.

"Beslan, where the school siege occurred, is not in the historically Ingush part of North Ossetia. Nonetheless, a number of news reports have quoted Beslan residents and Ossetians from elsewhere in the republic to the effect that, at the end of the traditional 40-day mourning period (during which one is not supposed to take up arms), they will take reprisals against the Ingush living in North Ossetia. Such statements make clear the deep lack of confidence among Ossetians in either the ability or the willingness of either the North Ossetian or federal authorities to bring the perpetrators to justice and guarantee future security, as well as the readiness of some of them to blame the atrocity on an entire ethnic group and to make that ethnic group the Ingush."

Notice that the Ossetians are going to take vigilante action, not unlike the action in Kosovo by Serbian militants who were originally small-time criminals.

Even so, the responsibility for Beslan school massacre rests on the federal authorities who wouldn't lift a finger unless Moscow moved in the army.

the reason for the second Chechen war circa 1994: "If the first Russian-Chechen war was fought over Chechnya's independence, the second one has had more the character of a turf war between local civilian organized crime and military organized crime for control of the hostage trade and the smuggling of oil, both of which had fallen into local hands at the end of the first war and are now firmly in the hands of the military and security services. In addition, the war serves the military by generating promotions at a high rate and it serves organized crime and advocates of a return to a police state by training many Russian young men in the brutalities of murder, rape, and torture."

in short, the second chechen war was fought between criminals, both chechens and military. it is just gang warfare.

as well, beslan is not about al qaeda. it is about trying to upset ossetians to the point of allowing vigilantes (mercenaries) to attack Ingush and Chechens with impunity, much as the Serbs did to Albanians in Kosovo prior to UN intervention.

Indeed, it is incited by Moscow, and the internationa news media is lied to and told it is al qaeda, while locally people are told that Chechens and ingush are raping and pillaging Mother Russia, which is a lie too.

First of all they did not say ROOT cause and THEY do opperate IVO Chechnya. They opperate everywhere, especially where there is disgruntled people. From Kosovo to Turkmenistan there are Operational terrorist cells and the Russians AND Chinese are fighting them. The chechens fight against the Russians was guerilla warfare, which they were not prepared for.
