If it was just a couple of kg I would agree that who cares. If they would have made it to the border and they got busted it would have made the news.

No, i do not live in Langley. Again, i do not by any means condone what he may or may not have done, it's the fact that thru thick and thin, he is still my good friend.

Re: the Gang Prison proposal: If you put the gang members in a regular prison you are potentially expanding the gang circle, by allowing the members to network and recruit new members from the prison. People who are already convicted due to various reasons and serving time are more likely to be persuaded by the average person.

If you put the gangsters in the same prison, you are strengthening the circle.

The difference is that the latter does a gangster population control, therefore attempting to constrain the circle. This makes it easier to the state to control gang crimes, since the number of arrests will be lessened, and more focus can be drawn upon known gangsters and their potential future crimes. Considering these factors only, the pros seems to outweigh the cons.
