It's basically saying that of all the "illegal" drugs out there , dope is the only one which can cause neurogenesis, which is brain cell growth in adult rats in an area of the brain that governs moods and memory, as per this study.
Which also has a nice side effect of reducing chronic anxiety and depression. They are deducing that since adult rat brains are extremely similar in structure that we as humans should receive the similar effects. I'm guessing this will further studies in that direction.
